Is it down to police staff shortages? Motonormative societal support for breaking the law so long as you're driving? Or plain apathy? Whatever, the risk of being done for speeding is tiny. A guesstimate from DfT figures (50% of drivers ignore 30mph limits; 12.5m drive to work each day; 150,000 are found guilty of speeding each year) suggests your chances of actually facing action are under 0.005%.

Not to mention other offences: drink/ drug driving, going uninsured, using mobiles at the wheel, close-passing cyclists... Advocates of number plates for bicycles may wish to note how effective licensing for cars is proving.
