Cornwall votes to push for 'fifth nation' recognition

CORNWALL Council has sent a message to Westminster that it wants to see the Duchy officially recognised as the ‘fifth nation’ of the United Kingdom.

However, the majority of the council’s Reform members voted against a motion calling for Cornwall-only devolution, which included the fifth nation clause.

Ata full council meeting, the leader of Cornwall Council, Cllr Leigh Frost, delivered his State of Cornwall in the National Context speech outlining the case for the Duchy to be officially recognised as the Uk’s fifth nation, alongside England, Scotland, Wales and Northern Ireland. His speech set out the distinct identity, culture, and history that underpin Cornwall's case, alongside a clear demand for fairer funding, stronger representation and a seat at the table in national decision-making.

‘The newly-published State of Cornwall in 2025 report highlights deep structural challenges but also the potential for Cornwall to lead on green energy, critical minerals and innovation.

Cllr Frost said: “Let’s not shy away from the reality of what we're up against. The State of Cornwall in 2025 is a frank and unflinching picture of life in our communities - low wages, high house prices, a housing crisis that pushes young families out of their home towns, a social care system stretched to its limits, public transport that struggles to work for working people, children growing up in poverty while second homes are empty for most of the year”

‘This all played into a call - as part of a motion for a Cornwall-only devolution deal - for the Duchy to be recognised as the fifth nation of the UK, linked to the national minority status of the Cornish.

Cllr Frost added: “A nation isn’t just a border or a flag. It’s a people. It’s a voice. It’s shared history and a shared purpose. Cornwall has all of that and more. We have the language, we have the culture, we have the identity, we have the pride, resilience and community spirit. We're ready to take our place. We're ready to be heard. And we're ready to shape our future on our own terms.
