Harnessing natural resources for Odisha's development: A case for encouraging industry

ODISHA, a state blessed with abundant natural resources — including minerals, forests, and fertile lands—holds immense potential for industrial and economic growth.

Yet, for decades, many regions within the state remained underdeveloped, marked by high poverty rates and minimal infrastructure. One of the most transformative examples of how the responsible harnessing of natural resources can lead to regional development is the story of Kalahandi and the establishment of the Lanjigarh alumina refinery.
Reflecting on Kalahandi’s transformation, Manoj K Dash, Senior Advisor at the Centre for Environment and Development in Bhubaneswar, said, “Once synonymous with drought, poverty, and hunger, Kalahandi was often cited as a stark exam-
ple of underdevelopment in India. The district's backwardness was not due to a lack of resources; in fact, it lies in one of India’s most mineral-rich belts. However, the absence of industrial investment and infrastructure kept the region economically stagnant for decades. The turning point came with the establishment of the Lanjigarh refinery in the early 2000s, marking the beginning of a significant transformation.”
The arrival of the Lanjigarh plant brought more than just industrial activity. It created jobs, improved healthcare and education, and led to the development of critical infrastructure. Roads were built or upgraded, local youth were trained and employed, and ancillary industries began to emerge. These developments also contributed to improved literacy rates, women’s empowerment, and better access to healthcare services. Today, Lanjigarh has become a hub of economic activ-
