THE strained ties between the state government and Raj Bhavan further deteriorated on Friday, after Governor and Chancellor Rajendra Arlekar reappointed K Sivaprasad and Ciza Thomas as interim Vice-Chancellors of APJ Abdul Kalam Technological University (KTU) and Digital University Kerala (DUK), respectively, rejecting the panel of names proposed by the state.
