ACCORDING to the Plymouth City Council website, a locally elected mayor (LEM) would have exactly the same responsibilities as the current leader of the council.
In effect, the only procedural change would be in the appointment of the executive cabinet; that being chosen, by ability, from all elected councillors, rather than those of the leader's political affiliation.
