America's fentanyl epidemic Is Chinese supply responsible for the crisis?

Donald Trump's announcement that he will impose a 25% duty on all goods from Mexico and Canada, and a 10% duty on China, on top of existing duties, was perhaps to be expected.
More surprising is Trump’s claim that the tariffs are a response to China’s failure to curb the flow of fentanyl into the US.
China has disputed Trump’s characterization of the flow of deadly synthetic opioids into the US. Yesterday, a Chinese foreign ministry spokesperson said: “China is one of the world’s toughest countries on counternarcotics both in terms of policy and its implementation. Fentanyl is an issue for the US. In the spirit of humanity, China has given support to the US’s response to this issue.”
