Cebu City Councilor Jocelyn Pesquera is calling for a detailed report on how Barangay Day-as plans to utilize its P5 million financial assistance from the city, following allegations that part of the funds may have been used to purchase rice for election campaigning.

The issue surfaced during the City Council’s regular session on Wednesday, May 7, 2025, when Councilor Noel Wenceslao, Chairman of the Committee on Budget and Finance, presented resolutions for the approval of Supplemental Budgets (SB) for several barangays. These included P13 million for Barangay Mabini, P60 million for Barangay Zapatera, and P5 million for Barangay Day-as.

During the deliberations, Pesquera raised concerns about the allocation of P300,000 under the Work Program of Barangay Day-as, which was earmarked for the purchase of food supplies. She questioned whether barangay officials had submitted implementation details for the said expenditure.

Contractors should treat their workers fairly

To be fair, not all contractors are guilty of ghost public works projects or rampant violators of labor laws. But in my own research as professor of labor laws for more than four decades in a number of law schools and universities, I can testify that many contractors are notorious exploiters of labor.
