Pam vows reforms during inaugural speech

Cebu Governor Pamela "Pam" Baricuatro took her oath of office yesterday, July 1, 2025, during the inaugural ceremony held at the Capitol Social Hall, pledging to bring integrity, inclusivity, and urgency back to public service, and vowing to lead with purpose and conscience.

She was surrounded by her family, local officials, national figures, and supporters as she formally began her term as Cebu's newly-elected governor after winning the May 2025 elections under the Partido Demokratiko Pilipino, unseating long-time Governor Gwendolyn Garcia with over 1.1 million votes.

She took her oath before RTC Lapu-Lapu City Judge Anna Marie Militante.

Accompanying Baricuatro were her partner Brian To, daughter Elisse Nicole Catalan, with her husband Dr. Janos Vizcayan.

In her inaugural address, she expressed deep humility and gratitude for the mandate entrusted to her by the people.

"I reaffirm the promises I made during my campaign: to strengthen our healthcare system, to create meaningful jobs, to end corruption --walay SOP, and to restore dignity in public service."

Among those present were Vice Governor Glenn Anthony Soco and members of the Provincial Board, as well as at least 12 mayors and several vice mayors from across the province. National figures like Senator Rodante Marcoleta, Atty. Vic Rodriguez, and Dr. Richard Mata also attended.

Former Cebu City mayor Michael Rama and former vice mayor Dondon Hontiveros were also there.

In his welcome message, provincial administrator Ace Durano called Baricuatro the "people's governor" and thanked those who came to show support.

Baricuatro emphasized healthcare as her top priority.
