In light of its findings, the audit body recommended several measures to curb costs. Notably, it urged the expansion of Cebu City's composting and recycling facility in Barangay Kalunasan, citing its suitability for managing biodegradable waste and improving diversion rates.

COA also called for the activation of existing, but idle, MRFs in various barangays to support composting and recycling efforts. The auditors stressed that operationalizing these facilities would optimize resource recovery and justify the investment made in their construction.

Furthermore, the state auditors encouraged clustered barangays to establish MRFs and explore the possibility of forming sustainable business partnerships with companies engaged in recycling. COA also recommended conducting regular inspections on the functionality and operability of barangays with existing MRFs.

On the implementation of waste segregation, COA recommended intensifying the information, education, and communication strategy to raise awareness of its importance. It further recommended proper monitoring of waste segregation at the barangay level.
