Lack of quorum for PB's special session derails P1.2B Budget Plan

A special session of the Cebu Provincial Board (PB) intended to tackle the proposed P1.2 billion supplemental budget ended in adjournment on Tuesday, May 21, 2025, due to a lack of quorum.

Only six members were present during the session held at the Vice Governor's Conference Room in the Legislative Building at the Capitol—well below the required majority of the 16-member board.

The absence of 11 other board members, some of whom were reportedly abroad or on official leave, forced presiding official and outgoing Vice Gov. Hilario Davide III to formally adjourn the meeting minutes after it was called to order.

Among those present were Board Members Glenn Soco, Victoria Corominas Toribio, Mike Villamor, Red Duterte, and Kerrie Shimura.

They were joined by Davide in waiting for additional members, who ultimately did not arrive.

The special session was convened following a certificate of urgency issued by outgoing Gov. Gwendolyn Garcia, highlighting the need to immediately approve Supplemental Budget No. 1 for the year.
