Flood wall collapsed

Cebu City Mayor Nestor Archival inspected the project on Thursday and saw for himself the damaged portions of the riprap wall.

During the mayor's visit, barangay officials told him the structure had no reinforcement bars to support the flooring, while the foundation was not solid enough to hold the weight of the soil.

Budlaan Barangay Captain Nerissa Antolihao said the project was completed by the DPWH almost four years ago. She said it was only this year, after heavy downpours, that they began noticing gradual damage.

According to her, the riprap was designed to control water flow and prevent flooding in nearby residential areas.

"Sige nami'g pabisita ana gyud sa city hall nga maaksyonan ba kanang bisag mag charge nalang sa disaster ba nga funds, sa previous pa na nga administration, wala man gihapoy action," Antolihao said.

She added that disaster teams often come only to "take pictures" after calamities but fail to take action.
