DSWD launches nationwide community resilience project

The Department of Social Welfare and Development (DSWD) formally launched on Wednesday the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP), a national initiative aimed at helping the country's most vulnerable communities prepare for and withstand intensifying climate and disaster risks.

The rollout, held during the 2025 Local Chief Executives (LCE) Forum in Cebu City, gathered more than 500 mayors, governors, and representatives from government agencies and partner organizations across the country.

The event also marked the 20th anniversary of the KALAHI-CIDSS program, under which the new resilience initiative will operate.

DSWD Secretary Rex Gatchalian led the launch, describing PCRP as a timely response to rapidly shifting weather patterns, stronger storms, prolonged droughts, and other climate-induced hazards that threaten millions of Filipinos.

Gatchalian said the initiative expands the long-running KALAHI-CIDSS program, which enables communities to identify, procure, construct, and manage their own subprojects, now with stronger integration of climate adaptation and disaster preparedness in local planning.
