Assistant Provincial Treasurer Edna Toring-Obeñita said the program was launched in line with Republic Act (R.A.) No. 12001, or the Real Property Valuation and Assessment Reform Act (RPVARA).

Under the measure, all penalties, surcharges, and accrued interest on unpaid real property taxes incurred before July 5, 2024, are fully waived, leaving taxpayers responsible only for paying the basic tax amount.

"This is the best opportunity nga mahatag sa lot owners sa probinsiya nga makabayad na sila sa real property tax without penalties," Obeñita said.

For 2025, the projected RPT collectible (province's share) is estimated at P600 million, based on assessed values from the Provincial Assessor's Office.

Obeñita explained that penalties in previous years discouraged many property owners from paying, as surcharges accumulated to levels they could no longer afford.

"Mao man gud na ang problema kay dili sila sayon makabayad sa ilang mga buhis sa yuta kay magka dako man gud ang penalty," she said.
