Capitol owes P6.5M in delayed payouts

He clarified that if the allocation is set at P10,000 per semester per student, or P20,000 annually, then the number of beneficiaries will be determined solely by what the budget can accommodate.

The Capitol is also drafting the implementing rules and regulations (IRR) to clearly define eligibility requirements for scholars.

The unpaid grants date back to 2023 and 2024, although Empaces said he could not immediately recall the exact CP-GIFTS budgets for those years. He disclosed, however, that in the past six months alone, the provincial government has augmented nearly P95 million to cover scholarship-related obligations.

Empaces also cited changes in the province’s overall budgeting approach as a contributing factor.
