Action center to connect people to prov'l gov't

The Cebu Provincial Government will establish a 24/7 centralized response hub called the Cebu People’s Action Center (CPAC) to serve as the public’s direct link to the provincial government.
In her first day in office, Governor Pamela Baricuatro signed 12 executive orders, one of which is Executive Order No. 5, Series of 2025, officially creating the CPAC.
Under the newly-signed order dated June 30, CPAC is envisioned as a multichannel platform where citizens can lodge complaints, send suggestions, and make inquiries about government services through hotlines, a website, and a mobile app.
As stated in the order, the creation of CPAC is anchored on Section 16 of the Local Government Code of 1991, which mandates local governments to promote the general welfare and ensure efficient governance.
CPAC will not only receive public complaints but also forward them to the appropriate offices, monitor their resolution, and publish performance data on a public dashboard.
