The Governor acknowledged the significance of auditing, citing Kautilya's Arthashastra from the 4th century BCE.

He pointed out that Kautilya recommended establishing separate offices for the Treasurer and the Comptroller-Auditor to enhance accountability and minimize conflicts of interest.
