Pension disability payment explained

April 25, 2025

My parents are both state pension age and both receive their state pension. My father is also paid Attendance Allowance for care needs during the day and the night and is paid at the high rate of £110.40 per week. Unfortunately, my mother had a stroke six months ago and she now requires support with getting dressed and bathing and staying safe. I have been told that she cannot apply for Attendance Allowance and must apply for Pension Age Disability Payment. Why is this? Why can she not apply for Attendance Allowance, the same as my father?

Pension disability payment explained

Pension Age Disability Payment is a benefit for adults of state pension age or over, who live in Scotland. After a successful pilot period it is now open for applications across the whole of Scotland.

It is to help with extra costs of being disabled or if you have had a long-term health condition for more than six months. It is not means tested, as income and savings are not considered.

Pension Age Disability Payment is replacing Attendance Allowance in Scotland and is paid by Social Security Scotland. Your mother will apply for Pension Age Disability Payment as she is not receiving payment of any other disability payment, she is living in Scotland and is of pension age.
