Palace defends ₱250-B unprogrammed funds

Castro said the government implements many programs that may require funding during emergencies or unexpected situations.

The Palace Press Officer assured the public that these funds are not easily spent and undergo strict procedures before release.
She added that President Marcos personally ensures that unprogrammed funds are released only after compliance with established conditions to protect public resources.
House Assistant Minority Leader and Bagong Henerasyon (BH) Party-list Rep. Robert Nazal said unprogrammed appropriations have a backdoor for discretionary spending that weakens fiscal discipline and oversight.
"Oftentimes, unprogrammed funds get abused and misused. It gets released as early as January, what does that say about it?" he said.
