Cops shouldn't have OK'd two marches on same day

As protest marches need to be approved by police 6 days in advance how come they also approve counter-protest marches on the same day/time? Any violence at protests is unacceptable, but allowing two opposing marches at the same time/place is surely not sensible policing? PE (Sale, Mcr)
