Haryana inspires a new era of rural innovation

In a significant move to strengthen grassroots democracy and accelerate rural development, the Haryana Government has introduced a series of far-reaching reforms empowering Panchayati Raj Institutions (PRIs) and promoting transparency, inclusivity, and digital transformation in villages.

Under the new framework, sarpanches can now undertake development works worth up to ₹21 lakh without e-tendering, a measure designed to streamline local projects and reduce administrative delays.

In a symbolic step to elevate the role of village heads, the government has accorded protocol status to sarpanches, ensuring that they get designated seating alongside senior officials such as the DSP, at official events.

With a view to strengthening financial autonomy, 2% of the electricity consumption charges and a share in stamp duty is now directly credited to panchayat accounts. Additionally, the government has expanded reservations for Backward Classes, granting 8% to BC-A and 5% to BC-B categories in PRI bodies, while also reaffirming 50% representation for women—a landmark decision for gender inclusion in rural governance.
