The Russian government has issued a new directive requiring the preinstallation of the MAX app, a state-backed digital services platform, on all smartphones sold in Russia, starting in late 2025.

The move marks a significant step toward a more centralized and controlled internet ecosystem, as the Kremlin seeks to tighten its grip on how citizens access information, communicate, and engage with public and private services. MAX, short for “Mobile Access to Everything,” is being positioned as a unified digital gateway for everything from government services to e-commerce, social media, entertainment, and financial tools. Developed under the oversight of the Ministry of Digital Development, Communications and Mass Media, MAX is set to replace or marginalize foreign apps in key digital categories, in line with Russia's broader push for “technological sovereignty.”
While Russian officials present the rollout as a matter of national security and convenience, critics and digital rights groups view it as a serious escalation in state surveillance and censorship, with direct implications for data privacy, platform competition, and freedom of expression. According to government documents reviewed by local media, the MAX app will come preinstalled on all smartphones, tablets, and smart devices sold in Russia—whether foreign-made or domestically produced. It will be given system-level permissions, making it difficult or impossible for users to delete or disable.The app integrates a range of services, including:
A government ID and digital passport system
Direct access to state portals like Gosuslugi (public services)
Messaging and voice call features
A news feed curated by state-approved sources
E-commerce and payment processing via Mir, Russia's national payment system
Navigation, maps, and transport integration
