Specifically, in legal reform, many breakthroughs have been made, contributing to decentralisation of power, boosting production and business activities, and promptly resolving issues for organisations, individuals, and enterprises.In particular was the Law on Civil Aviation, passed by the National Assembly in December, and three guiding decrees and two circulars submitted to competent authorities. Moreover, 15 legal documents related to the aviation sector were reviewed and proposed for amendment and supplementation, ensuring consistency and uniformity with the current legal system.

During the year, administrative reform was also focused on. The Civil Aviation Authority of Vietnam (CAAV) developed and submitted a plan to streamline the organisational structure, reducing the number of agencies from 12 to 10; the number of airport authorities from seven to five; and the number of departments/divisions in the aviation medical centre from five to four.

The authority also reviewed and improved the legal framework for investment and business conditions towards reducing at least 30 per cent of investment and business conditions and the same figure of the time required for admin procedures, aiming to reduce time and costs for organisations and businesses during implementation.

Specifically, the CAAV has decreased nine out of 36 business conditions which have been incorporated into the current aviation law, and the reduction in processing time is 348 out of 418 days during the 2025-2026 period.
