Rationale for actions sheds light on promotional, hiring process
In a recent tribunal hearing decision, Stacy Clarke - the first Black woman to reach the rank of superintendent with the Toronto Police Service (TPS) - was temporarily demoted. This decision came nearly a year after Clarke pled guilty to seven counts of misconduct for aiding six Black officers in cheating during a promotional process for the rank of sergeant.
According to police, her demotion - one rank from superintendent to inspector - took effect immediately. She can apply for promotion after two years.
Given her admission of guilt, whether or not she committed the offence was not up for debate. Despite what may be deemed "noble" intentions, according to the letter of the law, Clarke undermined the promotional process.
But Clarke's rationale and defence of her actions shed light on TPS's overall promotional and hiring process. Proof that Clarke is not the problem, the system is.
