FOA guidelines rollout in regions complete

The Department of Labor and Employment (DOLE), through its regional offices, has successfully completed the information campaign and rollout of the Omnibus Guidelines on Freedom of Association (FOA) and Civil Liberties nationwide.

Also known as Joint Memorandum Order (JMO) No. 1, Series of 2024, the guidelines provide a clear framework to ensure workers' rights to join groups or organize and fully protect their freedoms.

The rollouts and information campaigns, together with the regional signing of the pledge of commitment to fully support and adhere to the guidelines, will ensure that stakeholders or those involved in labor are aware of the rights of private sector workers, including rights to organize, engage in collective bargaining or negotiations, and participate in legal union activities.
