DOE Unveils Implementing Guidelines for Natural Gas Law

The Department of Energy (DOE) has launched the implementing rules and regulations (IRR) for Republic Act 12120, which aims to promote the development of the Philippine natural gas industry.

Under a DOE circular issued over the weekend, the procurement of power generated from indigenous natural gas should be prioritized over other conventional energy sources such as oil and coal.

This prioritization will encompass contracting of natural gas supply, including mechanisms for minimum supply requirements.

Similarly, the IRR stated that indigenous natural gas should also take precedence over imported supply, as long as the move ensures energy security and consumer welfare.

The purchase, delivery and pricing of natural gas must be "transparent and secure."
