The guidelines, issued by N Subbaiyan, principal secretary of animal husbandry, dairying, fisheries and fishermen welfare departments via GO recently, bring joyrides involving equines under a formal licensing and monitoring framework aligned with the Prevention of Cruelty to Animals Act, 1960.
