THE Madras HC has directed the Centre to consider a petition, filed by an advocate seeking direction to the government to provide the final explosives licence for running fuel outlets only if the applicant is having possessory rights of the premises for the entire licence period, as a non-adversarial litigation and accordingly take appropriate action.
