Water supply restoration making headway—MCWD

Water supply in Cebu City is expected to return to normal soon following the completion of pipeline repairs at the Buhisan Dam and the ongoing bypass installation at the Jaclupan Well Field in Talisay City, the Metropolitan Cebu Water District (MCWD) announced yesterday.

At Buhisan, all identified leaks along the main pipeline—including sections submerged in the river—have been fully repaired. With restoration completed, the dam has begun gradually increasing its water distribution.

The repairs mark a significant recovery milestone for one of MCWD’s oldest and most vital water sources, which sustained damage during Typhoon Tino’s onslaught earlier this month. The storm, which brought torrential rains and strong winds to Cebu, disrupted operations at several MCWD facilities, including Jaclupan, Buhisan, and JE Hydro in Lusaran.

At Jaclupan, the damaged mainline remains inaccessible due to unstable terrain and debris. In response, MCWD is implementing a bypass strategy using an 800mm cement-coated steel pipe to connect with the newly laid segment of the Water Transmission Main Project’s (WTMP) 800mm HDPE pipe. The interconnection is expected to be completed today, November 20, 2025.
