NULLIFYING AS400 "STAMP-OVERRIDE" City Council recognizes Garcia's executive order

The Cebu City Council has officially recognized the executive order (EO) from then-Mayor Raymond Alvin Garcia that nullifies the AS400 “stamp-override” issuance scheme for all real property assessments that allegedly bloated tax rates illegally, as whistleblown by the Cebu City Legal Office (CLO).

During its regular session yesterday (Tuesday), the council noted the EO of then-Mayor Garcia, signed on June 26, 2025—just days before his exit from office.

It was entitled: “An Order: Nullifying All Real Property Assessments Issued through the AS400 ‘Stamp-Override’ Scheme; Requiring Full Reassessment in Accordance with the Duly-approved Schedule of Market Values; Constituting a Multi-Agency Task Force for Corrective, Tax Credit, and Accountability Measures; and Imposing Urgent System Controls and Personnel Actions in the City Assessor’s Office and the Management Information and Computer Services (MICS).”
