Impounding efforts in Cebu City continue, but...

Following mounting inquiries on whether Cebu City’s Department of Veterinary Medicine and Fisheries (DVMF) still maintains its impounding efforts, its management clarified that the practice continues but only under specific and humane conditions.

This clarification was issued by City Veterinarian Dr. Alice Utlang through her social media page. While the city’s DVMF has long been recognized for its impounding efforts, Utlang, for her part, stressed that impounding remains in place but is now reserved for dogs that bite, those with formal complaints filed against them, or those observed to be aggressive and roaming freely.

For other street dogs, the city implements the CNVR method Catch, Neuter, Vaccinate, and Return—a program anchored in a Cebu City ordinance and recognized internationally as one of the most humane solutions to controlling dog populations.
