Gov. Baricuatro vows transparent, inclusive government

The new governor also proposed turning public hearings from mere formalities into meaningful consultations.

"Let us first listen to them," she said of the constituents, adding that ordinances must be grounded on the actual needs and sentiments of the people.

Baricuatro also introduced the concept of a "People's Budget," stressing participatory budgeting practices and transparency and that the people must play a direct role in monitoring how public funds are used.

Additionally, Baricuatro also cautioned the August body against inflated and unrealistic budgeting.

"Dili ta mangandoy nga mulapas sa atong mahimo," Baricuatro reminded, saying government spending should reflect practical needs and not just to "impress."

A significant portion of her priorities focuses on re-channeling resources to basic services, particularly health care.

She said the government must "put more budget into healthcare than what it has been getting all these years."
