Frasco first filed the proposal in the 18th Congress as HB 8275 on December 16, 2020, and refiled it in the 19th Congress as HB 107 on June 30, 2022.

However, the measure was repeatedly stalled in the House Committee on Health due to the absence of an official resolution of support from the Cebu Provincial Board—a requirement for the committee to proceed with deliberations.
Frasco did not explain why he failed to secure the board’s endorsement during the 18th and 19th Congresses, when his mother-in-law, former governor Gwendolyn Garcia, wielded influence over the provincial board, which was dominated by members of One Cebu Party.
He is now urging the current Provincial Board to pass the required resolution so the measure can finally advance in the 20th Congress.
