DPWH admits lapses in delayed Ayala Heights project

The Department of Public Works and Highways (DPWH)-Cebu City District Engineering Office has admitted lapses that led to the delay of a road construction project in Ayala Heights, Barangay Malubog—one of the infrastructure projects earlier flagged by Cebu City Mayor Nestor Archival.
As the national government turned its attention to questionable flood control projects, the Cebu City government also began its own assessments, led by Archival, who inspected several ongoing infrastructure works. Among those he raised concern over was the long-delayed Ayala Heights project, which he said had prompted multiple complaints from residents.
In a letter dated October 15, 2025, District Engineer Manolo Madronio Jr. responded to a City Council resolution seeking clarification on the project's status, timeline, funding, and safety measures.
Madronio explained that the delay was mainly due to the termination of the original contractor, Mortar Masters and Concrete Builders, at the end of 2024 for "unsatisfactory performance" and failure to meet project requirements.
