The meeting, attended by World Bank Transport Specialist John Richardson, centered on three major agenda points: the overall development of the CBRT, the possible visit of President Ferdinand Marcos Jr. for its official launching next month, and updates on the Capitol segment of the project that has been stalled since February due to heritage concerns.

Assistant Provincial Administrator Aldwin Empaces said the DOTr has already received positive feedback from the NHCP after discussions on compliance with heritage guidelines. “On their end, they have given positive feedback from NHCP,” he said.

Meanwhile, the National Commission for Culture and the Arts (NCCA) clarified that such certification is beyond their mandate.

Empaces stated that once the NHCP document is released, the Department of Transportation (DOTr) will send it to both the Cebu Provincial Board and the Cebu City Council for their review and deliberation. This step is essential for the project to proceed legally.
