Convoluted Senate committee assignments

One of the meanings of the word "convoluted" is one which is very difficult to understand. The retention of Senator Robinhood Padilla to head the Committee on Constitutional Amendments is one very tangible example. And Senator Rodante Marcoleta, a neophyte, heading the most powerful Blue Ribbon.
There is absolutely no rhyme or reason in the manner by which committees were distributed by the Senate leadership. It cannot be explained why a lawmaker, who has not studied Law as a discipline, is entrusted with the strategic and far-reaching assignment of tinkering with the fundamental law of the land. Law students, lawyers and judges keep shaking their heads to great dismay. The Senate president, by making this possible, obviously for expediency and political convenience, rather than on merit, has gone down to the level of the worst trapo.
Senator Alan Peter Cayetano who could have been the best for constitutional amendments, has been given the powerful Accounts Committee, and Justice and Human Rights, aside from Higher, Technical and Vocational Education, as well as the Committee on Science and Technology. Since when was Cayetano an education and science expert? And, are four huge committees not too much for one who represents a tiny constituency?
