Cebu still leads as top BPO hub outside Metro Manila
The Freeman
|July 31, 2025
Cebu has once again emerged as the country’s leading business process outsourcing (BPO) destination outside Metro Manila, intensifying its role in the Philippines’ $31.6 billion contact center industry—even as the sector confronts global headwinds and policy uncertainties.
-
Speaking at the recently held Contact Islands 2025 conference in Cebu City, leaders of the Contact Center Association of the Philippines (CCAP) highlighted the sustained growth of the IT-BPM sector despite rising global protectionism and the transformative impact of artificial intelligence (AI) on customer experience (CX) delivery.
With the theme “Beyond the Hype: CX, AI, and the Forces Reshaping Philippine Contact Centers,” the three-day summit highlighted how Cebu continues to outperform regional peers in attracting and expanding BPO operations, driven by its skilled workforce, scalable infrastructure, and cost-efficient business environment.
