Flooding has long been a recurring nightmare for many Filipino communities, disrupting lives, damaging property, and slowing down local economies. In response, the Department of Public Works and Highways (DPWH) has consistently highlighted its Flood Control Project as a vital solution to mitigate risks. On paper, this initiative offers hope. But in practice, it raises questions about sustainability, transparency, and long-term impact.

THE IMPORTANCE OF FLOOD CONTROL

Flood control is not just about preventing water from rising above knee level; it is about protecting livelihoods, preserving public health, and ensuring economic productivity. Every year, millions of pesos are lost due to infrastructure damage and business disruptions caused by flooding. A strong flood control program, therefore, is not a luxury—it is a necessity.

The DPWH’s efforts to build dikes, improve drainage systems, and strengthen river embankments show a clear recognition of the problem. These are steps in the right direction. However, the bigger challenge lies in execution and follow-through.
