13 CICLs rescued after fleeing from OSC center in Kalunasan

At least 13 children in conflict with the law (CICLs), were rescued after they ran away from the Operation Second Chance Center (OSCC) in Barangay Kalunasan, Cebu City, on Wednesday morning, September 3.

The rescued juveniles were all male, aged 15 to 17. They outsmarted their “houseparent,” scaled the perimeter wall of the OSCC, and fled in different directions.

Cebu City Councilor Dave Tumulak said the incident occurred around 6:45 a.m., the scheduled time of garbage disposal at the facility.

Tumulak, who personally visited OSCC to discuss the matter, narrated that as soon as the assigned houseparent opened the gate to throw away the garbage, the CICLs quickly slipped away, climbed up the wall, and ran away.

The houseparents were unable to physically restrain the juveniles from running away, said the councilor.

About 15 minutes later, 12 of the CICLs were reported to have been rescued after a quick search operation, jointly conducted by personnel of the Guadalupe Police Station 9 and the SWAT team. One of them, identified only as Zan, remained at large at the time.
