The Kerala Infrastructure Investment Fund Board, once the state's flagship model for non-revenue funding, has been significantly restructured following Finance Minister K.N. Balagopal's budget presentation.
This move marks a departure from the unique funding mechanism conceptualised by former finance minister Thomas Isaac.
In its new form, defined by Balagopal, KIIFB will have to emerge as a revenue positive organisation, rather than requiring government support.
