Strengthening India’s Education Governance: Rationale and Promise of the VBSA Bill

India stands at a critical juncture in its journey towards becoming a developed nation by 2047.
Education, research, and innovation form the foundational pillars of this national aspiration. While the National Education Policy (NEP) 2020 articulates a comprehensive and forward-looking vision, emphasising institutional autonomy, academic flexibility, multidisciplinary learning, and outcome-based education, its effective implementation requires an enabling statutory framework. At present, NEP 2020 functions largely as a guiding policy and is being implemented through multiple regulatory and advisory bodies with overlapping mandates, leading to fragmented governance, uneven adoption, and limited accountability.The absence of a unified statutory mechanism to coordinate education governance, monitor outcomes, and align institutions with national development priorities has constrained the full realisation of India’s demographic and intellectual potential. There is therefore a compelling need to move from policy intent to institutional execution through a “light but tight” oversight framework that respects cooperative federalism and institutional autonomy. The proposed Viksit Bharat Shiksha Adhikshan (VBSA) Bill seeks to address this gap by establishing a statutory authority for systemic coordination, outcome-based oversight, and quality assurance across school education, higher education, vocational education, and lifelong learning.
