PA expands "On-the-Spot' Birth Certificate Program for reentrants

On April 8, 2026, Secretary Nancy A. Walker visited The Kintock Group, a Residential Reentry Center in Philadelphia.

Kintock offers support services to help individuals transition back into the community, including educational and employment assistance. During her visit, birth certificates were issued to residents, a crucial document for job applications and obtaining identification.The Pennsylvania Departments of Labor & Industry (L&I), Health (DOH), and Corrections (DOC) joined community partners at Kintock to assist individuals returning to the workforce from the justice system by providing on-the-spot birth certificates. This initiative aims to remove a significant barrier to access to work, training, housing, and successful reentry.
During the event, DOH’s Division of Vital Records issued over 30 birth certificates to residents at the Community Corrections Center, giving them access to a vital document required for job applications, enrollment in workforce programs, and securing housing and identification.
This on-the-spot initiative is part of the Shapiro Administration’s efforts to make state services more accessible and connect more Pennsylvanians to opportunities.
