How to merge multiple UANs?

I worked in two companies from 2011 to 2016, with separate UANs and provident fund accounts.
My current employer has no PF provision, so it can't transfer the amount. Is there an online process for merging them? Despite over 10+ emails, I haven't received any reply from the PF office. Will there be tax liability if I withdraw the amount as the PF contribution period is under 5 years, though I am employed for over 10 years?
