DOJ places 16 more under lookout order over flood control scandal

The Department of Justice (DOJ) issued on Wednesday, Oct. 15, Immigration Lookout Bulletin Orders (ILBOs) against 16 more individuals upon the request of the Independent Commission for Infrastructure (ICI) for alleged involvement in the anomalous flood control projects.

DOJ Officer-in-Charge Secretary Fredderick A. Vida issued the ILBOs, which mandates immigration officers nationwide to monitor the movements of the 16 individuals in the country’s ports and airports.

Only Hold-Departure Orders (HDOs) issued by the courts can stop a respondent or an accused in a case from leaving the county.

Named in the new ILBOS were former Caloocan City 2nd District representative Mitch Cajayon-Uy, Art Atayde, Alvin Tan, Bong Marasigan, Elmer de Leon, Ed Fuentebella, Johnny Santos, John Mary Vianney Parago, Alvin Mariano, Ryan Uy, Darryl Recio, Nestor Venturina, Benjie Tocol, Department of Public Works and Highways (DPWH) Metro Manila First District Engineer Aristotle Ramos, DPWH Quezon Third District Engineer Michael Rosaria, and DPWH Project Engineer Angelita Garucha.

Last Oct. 8, a day before then Justice secretary Jesus Crispin C. Remulla took his oath of office as new Ombudsman, he issued ILBOS against 33 individuals.
