Former Chief Justice of India Sanjiv Khanna, who appeared before a joint parliamentary committee (JPC) on Tuesday, raised the issue of “unfettered discretion” given to the Election Commission of India (ECI) in the Constitution (129th Amendment) Bill and the Union Territories Laws (Amendment) Bill, people aware of the matter said. Justice Khanna was appearing before the JPC that is examining the bill that proposes simultaneous elections to state and the Lok Sabha.
