TWO people have been fined after they were caught by hidden surveillance equipment dumping rubbish in a layby.

Cornwall Council installed a hidden camera following a number of complaints from residents about persistent fly-tipping on a rural lane in Mevagissey.
Two incidents of fly-tipping were recorded by the hidden camera, and the fly-tippers were then tracked down using their vehicle index numbers and admitted to the offences.
