DepEd defends ‘Top 1’ rule for 2026 NSPC, cites oil crisis, budget constraints

THE Department of Education (DepEd) on Monday defended their decision to send only the top one to the 2026 National Schools Press Conference (NSPC), saying it is a strategic move the current oil crisis.
“While we transitioned to a 'Top 1' format during the pandemic to ensure safety, the current decision to maintain this limit is a strategic move to manage fiscal resources effectively,” DepEd said, responding to the inquiry of the Business Mirror.
Especially with the 2026 oil crisis, DepEd added, it will have an impact to travel and logistical costs, allowing them to sustain the NSPC’s quality without “compromising” the Department's overall budget for learner development.
“By maintaining the Top 1 rule for now, we ensure that the NSPC remains a premier, highly competitive event that is logistically sustainable for all participating regions,” the DepEd said, adding that that the decision is also a recommendation raised during the series of consultations with regional stakeholders based on the evaluation of previous editions of the NSPC.
