The new environmental law expected to be enacted later this year should reshape the nation's economy

Thailand is preparing to enforce its first climate change law, a landmark step that could reshape the country's economy and environmental policy for decades to come.

The bill, approved by the cabinet in December last year, is expected to be submitted to parliament for enactment later this year.

At its core is the creation of a national climate fund, designed to support Thailand's transition from a fossil-fuel economy to a low-carbon society.

The Department of Climate Change and Environment (DCCE) is the central agency expected to steer the country's climate future.

WHY DOES THAILAND NEED A CLIMATE CHANGE LAW?

Thailand's 2026 climate change bill stems directly from its international commitments under the Paris Agreement.

The law provides a binding framework to achieve net-zero greenhouse gas emissions by 2050, 15 years earlier than the original target.

This acceleration reflects Thailand's recognition of the urgent need to act, said Phirun Saiyasitpanich, director-general of the DCCE.

The bill mandates greenhouse gas reduction, adaptation measures, carbon pricing through taxes and trading, a climate fund and a national emissions inventory.

The law moves Thailand beyond voluntary pledges towards a legally enforceable system that balances economic growth with environmental responsibility, said Mr Phirun.

"This is the next chapter of Thai economic development, shifting from fossil-based energy to a lower-emission economy," he said.

The Paris Agreement's emphasis on transparency and long-term strategies is reflected in the bill's requirement for a national greenhouse gas database and reduction plan.
