Administration not able to create obligations for new government

The second phase of the popular “Khon La Khrueng Plus” co-payment scheme, personal income tax deduction measures under the Thailand Individual Savings Account (TISA) scheme and the draft 2027 fiscal budget bill may need to be put on hold, after the government announced the dissolution of parliament.

A source from the Finance Ministry who requested anonymity said that following the dissolution, the current caretaker government cannot implement any projects or measures that would create obligations for the next administration.

The government originally planned to submit the second phase of the Khon La Khrueng Plus scheme to the cabinet for consideration and approval next week.

The programme would use about 22 billion baht from the central budget for emergency or necessary spending for fiscal 2026 to provide benefits to about 10 million Thais aged 16 and over, divided into two groups.
