Back in 1999, 50% of seats in all SFIs were filled as per government-stipulated fee.

Of the total seats, 35% were management seats and 15% were high-payment or NRI quota seats. Government medical college fees were around Rs 300, whereas management seats were priced at Rs 1.25 lakh. This system continued until 2003, when college managements approached the Supreme Court, resulting in the TMA Pai and Islamic Academy judgments.
