2 Tbsp. extra-virgin olive oil,  plus more for serving

4 garlic cloves, minced  

1⁄ 2 cup dry white wine or stock

1⁄ 2 tsp. black pepper

1⁄ 8 tsp. crushed red pepper,  plus more for serving

1 3⁄4 tsp. kosher salt, divided

1 lb. large or extra-large peeled,  deveined raw shrimp

2 cups water

1 cup uncooked orzo
